Community Project Funding Requests - Fiscal Year 2026

Rep. Larson has submitted funding requests for important community projects in CT-01 to the House Appropriations Committee. 

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2026 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. 

In compliance with House Rules and Committee requirements, Rep. Larson has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Project Title: Additive Manufacturing Equipment Upgrade for Workforce Development 
Amount of Request: $3,500,000 
Intended Recipient: Connecticut Center for Advanced Technology – 222 Pitkin Street, Suite 101, East Hartford CT 06108     
Explanation of Request: The purpose of this project is for Connecticut Center for Advanced Technology (CCAT) to obtain additive manufacturing (AM) equipment and supporting technology for an AM workforce training/research lab and program that will be located in CCAT’s new Connecticut Manufacturing Innovation Technology Center. Funding will be utilized for industrial 3D printing equipment, computer lab equipment, and information technology tools, as well as staffing costs to operate the program. The AM lab will support NIST’s Advanced Manufacturing mission and support the fast-growing technical training needs of both commercial and defense-related aerospace and maritime manufacturing. CCAT expects to avail the program to 2000 manufacturing entities in the State of Connecticut.

Explanation of Request: The purpose of this project is to make streetscape improvements to the Hartline, a car-free greenway that will create vital links between communities, public parks, schools and enhance the quality of life for residents. The new streetscape that will be designed and built will connect Market Street to Edwards Street and serve to connect the Rail and River piece of the Hartline. This is a major improvement to an area where the streetscape design is lacking for pedestrians, but where significant investment has and will be taken place over the next 3-5 years.

Project Title: CPAT and ASHER Training Facility

Intended Recipient: City of Bristol Fire/Police – 111 N. Main Street Bristol, CT 06010 
Explanation of Request: The purpose of this project is to construct a two-story active shooter training facility along with a 50-yard indoor police firing range which will assist state and local police services in meeting requirements set forth by the Connecticut Police Accountability Law. There is no such facility in New England allowing for this mission critical and vital training. In addition, a Candidate Physical Agility Test Center (CPAT) will be constructed to comply with NFPA 1583 Standard on Health Related Fitness Programs for Fire Department Members. This project will provide training and testing for a diverse population of new firefighters for all of New England.

Explanation of Request: The purpose of this project is to construct Goodwin University Educational Services’ (GUES) CTRA Magnet Middle School. GUES was a direct response to the Sheff v. O’Neill settlement to help reform and provide equal education for Hartford students and racial integration among suburban school settings. The planned development of a middle school building will increase the number of magnet school seats available for students in the community to 500 from the current 231. A designated middle school building will also provide students with access to a proper gymnasium, auditorium, and cafeteria space as well art and technology classrooms which are essential to the personal and educational growth of students.

Explanation of Request: The purpose of this project is to continue to support Connecticut’s role as the “Fuel Cell Silicon Valley of the US”. Additionally, it will support the Offshore Wind Energy projects under development and the recent Department of Energy battery project in Bridgeport and coordinate with the Industrial Assessment Center at UCONN. This Program will continue to support the CT fuel cell and energy markets in Space, Underwater, and Terrestrial ground operations. The efforts will also focus on reducing energy costs which are 176% greater than national average.

Explanation of Request: The purpose of this project is to replace East Hartford’s obsolete Fire Station 2 while also creating community-centric space. The building is approaching 100 years old, is not in compliance with the Americans with Disabilities Act, lacks gender-inclusive facilities, does not have a monitored fire alarm or sprinkler system, or have facilities compliant with National Fire Protection Association Standard 1500, Fire Department Occupational Health and Safety which addresses facility safety and cancer mitigation strategies. East Hartford is incredibly diverse and is one of the most socioeconomically depressed towns in Connecticut.

Project Title: Hartford Public Library Downtown Location Restoration

Explanation of Request: The purpose of this project is to renovate Hartford Public Library’s (HPL) downtown location which experienced catastrophic water damage in December 2022. Coils in rooftop HVAC units cracked during a cold weather event and released water that cascaded through all four library floors. Collections were spared but water pooled on floors, damaged ceilings, fixtures, soaked walls, ducts, elevator shafts, and mechanical units and ruined furniture and equipment. HPL is working with Travelers (insurance provider), City of Hartford, private donors and elected officials to garner the needed support to continue critical community programming during the closure and plan for the restoration.

Explanation of Request: The purpose of this project is to open Harriott Community Healthcare Academy (HCHA) locations in East Granby and New Hartford in order to address critical nursing workforce shortages, improve public health, and increase healthcare access for rural communities. By educating and empowering residents in rural communities, HCHA aims to create a sustainable healthcare workforce pipeline with nurses who have a unique understanding of their community’s needs. HCHA will provide certified nursing assistant training and certification to students who are ages 16 and older. The students will receive education, along with career counseling and wrap-around support to help them succeed in the healthcare field.

Explanation of Request: The purpose of this project is to improve portions of the trail that are subject to significant annual flooding which rots existing wood elevated paths, piers, boardwalks and bridges. Future trail expansions between Hillside Road and Scotland Road and connectivity improvements will improve accessibility to the trail and add linkages in current on-road trail sections which connect to the Town’s public parks.

Explanation of Request: The purpose of this project is for the Town of Hartland to build an inclusive playground for residents of Hartland and surrounding towns as the town does not currently have playground equipment that its residents can use, despite there being many homeschooling families, families that frequent town ballfields, and children with inclusion issues (handicap, sensory/textile, special needs). The playground is intended to be a place in the community for gathering and play, where all children can feel safe, comfortable, and able to play, no matter what their abilities are.

Project Title: North Main Street Drainage Improvements Project

Explanation of Request: The purpose of this project is to reduce sewer and drainage overflows/surcharging resulting in flooding and backups in North Hartford. The project area experiences frequent stormwater and sewer surcharging that is impacting residents and businesses. When complete, this project will alleviate flooding on North Main Street and the Theodore Napper Drive corridor where the Stowe Village Housing Development is located, and along North Main Street from the School Bus Parking Lot to Cleveland Avenue where several businesses are located.

Project Title: Streetscape Infrastructure Improvements to Downtown Main and Church Corners/Center Cemetery National Historic District (Raymond Library)

Explanation of Request: The purpose of this project is to update streetlights and make pedestrian infrastructure improvements to East Hartford’s Main Street. Today's technological advancements have made it possible to recover the cost of the replacement of streetlights in terms of energy savings. The project has the potential to increase aesthetics and safety and save taxpayer funds. Additionally, this project will refurbish/remodel/repair assets and infrastructure in the Downtown Main and Church Corners/Center Cemetery Historic Districts, including the Downtown Post Office and Raymond Library.

Project Title: Southington Water Department (SWD) for Wells 9 and 10 PFAS Treatment   
Amount of Request: $4,000,000 
Intended Recipient: Southington Water Department – 605 W Queen Street, PO Box 111, Southington, CT 06489  
Explanation of Request: The purpose of this project is to upgrade wells 9 AND 10 in Southington to treat PFAS. The SWD owns/operates drinking water infrastructure that serves ~43,000 residents in Southington and a small portion of Cheshire. Wells 9 and 10 are the highest producing wellfield in the SWD system, supplying nearly the entire Town with drinking water. The new EPA final MCL (enforceable level) for PFAS compounds includes 4 parts per trillion (ppt) for PFOA and PFOS each. Recent sampling at Wells 9 and 10 has shown exceedances of these limits. The proposed project includes constructing a new treatment plant for PFAS removal at Wells 9 and 10. The proposed project is construction of a new water treatment plant at the existing wellfield to provide PFAS treatment to water withdrawn from Wells 9 and 10. The goal of this project is to ensure the SWD can meet regulatory requirements and provide safe drinking water to residents in Southington and Cheshire. Exposure to PFAS is believed to cause negative health impacts. PFAS concentrations are particularly concerning for sensitive groups such as children, pregnant women, and elderly populations. Exposure to PFAS can result in negative health impacts including immunotoxicity, pregnancy-induced hypertension and preeclampsia, decreases in birth weight, as well as kidney and testicular cancer.

Explanation of Request: The purpose of this project is to provide access to families who have been victimized by gun violence and interface directly with the criminal justice system to help create ways of communicating with the police department. Gun violence has had a major impact in our communities, especially in urban environments, disrupting the day to day lives of residents. This project will provide programmatic and support services for the underserved community.

Explanation of Request: The purpose of this project is to strengthen preventive measures to deter future criminal activity among current aged-out foster youth, transitional aged youth, at-risk youth and disconnected young adults, aligning with our mission to provide compassionate care and support. The federal government's analysis of crime statistics among aged-out foster youth, transitional aged youth, at-risk youth and disconnected young adults has revealed alarming rates of criminal involvement within this demographic. These youth face unique challenges stemming from instability, trauma, and inadequate support systems, making them more susceptible to criminal behavior upon emancipation from the foster care system.

West building at Camp Alice Merritt which is used for public meetings, senior and town activities. This building is also used as a town shelter for emergencies/heating/cooling. Funds would be used to purchase a generator, tank for propane, piping & materials to connect to the generator, concrete pad and all labor needed to install the generator and pad.

Explanation of Request: The purpose of this project is to restore the historical slate roof of the Church of the Good Shepherd, built by Elizabeth Colt as a memorial to her husband Sam, which is not only an architectural masterpiece, but it is a key element of the Sheldon/Charter Oak neighborhood and of the soon to be established Coltsville National Historical Park. Two separate conditions assessments conducted in 2023 indicated that the church roof requires total restoration – removal of all slate and underlayment, assessment and repair of the wooden roof decking, installation of ice and water shield membrane, and installation of all new slate and flashings. This will eliminate the costly annual repairs and patching.

There is also an open 5-story staircase on each end. The open fencing on the ramps and along the bridge provides no protection from the interstate noise and provides little sense of security. The bridge’s design is a deterrent to all users, and there is very little pedestrian or bike traffic, despite the lack of other direct river access routes from North Hartford. The existing bridge’s institutional, not to say penitentiary, appearance, is inappropriate and unacceptable as a river gateway for the North Hartford community.

The linear park connects multiple communities to the Connecticut Riverfront and will help overcome historic infrastructure barriers that have limited opportunities and development in North Hartford. Following on the planning and preliminary engineering for the Hartline and Riverlink (in 2021 and 2022) this funding will allow the project to proceed through engineering/design to construction documents. The second component focuses on transforming the river’s east-west bridge crossings - two existing (Bulkeley and Founders) and two new (Coltsville and South) - into walkable, bikeable street bridges that knit together the nine towns of the Capital City. The project will place strong emphasis on transit linkages, including eastward expansion of CT Fastrak, and on the growing regional network of bike/pedestrian paths and trails. It is a valuable use of taxpayer funds because this project is in line with the region’s goals of greater mobility, increased social equity, economic growth, and becoming a better place to play and live.

It is a valuable use of taxpayer funds because GU’s Nursing program technology is at least 15 years behind what is currently available, yet Connecticut has an aging workforce, with 26% workers over the age of 55, and therefore likely to be nearing retirement soon, compared to a 22% rate nationally. These gaps need to be filled with new, skilled employees.

Explanation of Request: The purpose of this project is to direct support to underserved families who have been impacted by violence in the Greater Hartford area. The program works directly with police to provide support to families as they navigate the criminal justice system and intends to help to reduce the trauma individuals face every day. It is a valuable use of taxpayer funds because the City of Hartford has experiences more than 479 homicides since 2003, most often a result of gun violence.

It is a valuable use of taxpayer funds because Connecticut Food Bank has a proven record of success in feeding Connecticut and La Bodeguita De La Gente is a ground up initiative with a demonstrated ability to serve and respond to the needs of a population that is often under-served.

Explanation of Request: The purpose of this project is to restore the Colt Gardner's Cottage and Colt Carriage House. These structures will add to the historic nature of Colt Park and will create amenities for visitors of the park and residents in Hartford. By integrating these into the park, it will ensure that they are free and open for any and all taxpayers to use. It is a valuable use of taxpayer funds because it will further a long time local and federal priority to preserve the Coltsville Historic District. The National Park Service has concluded remedial action is needed to prevent further deterioration of the Gardner's College.

Explanation of Request: The purpose of this project is to reinvent the workforce talent pipeline for small businesses post-COVID-19 and provide centralized and common resources that will reinvest in workers and small businesses. This approach will focus on broadening participation within Connecticut communities to help jumpstart an equitable recovery for Black and Latino communities and small businesses, among the hardest hit by the pandemic. This project is a good use of taxpayer funds because it will connect small businesses that have workforce development needs with the population of displaced or underemployed workers in Connecticut. It will also connect small businesses to share common resources to upskill/train new and existing workers, in addition to adopting new technologies that will improve their competitiveness.

Explanation of Request: The purpose of this project is to purchase the former East Hartford Post Office, allowing the town to redevelop the property. This is a good use of taxpayer funds because the current status of the building (protected with barb fencing and minimally upkept) is an eyesore and attractive nuisance that is hindering development in what should be a desirable part of town. By purchasing the building for future redevelopment, the town can turn what is currently a hinderance on the area into an attractive asset.

It is a valuable use of taxpayer funds because without work, the trail condition will likely worsen, with sections closing to protect public safety. As a result, prior investment in developing the trail will be lost.

Explanation of Request: The purpose of this project is to improve access to greenspace and the Connecticut River. This is a valuable use of taxpayer dollars because it will have a positive impact on community and economic health for all residents of Hartford, especially those living in the north end. Riverfront Recapture has a strong track record of kickstarting adjacent economic development around their parks and trails. Since their founding in 1981, Major development around Riverfront Recapture parks has included Hartford's Front Street District, the Connecticut Convention Center, and Connecticut Science Center. In 2015, Connecticut's Department of Economic and Community Development estimated the value of recently completed, under construction, approved or in the pipeline projects, within walking distance of Riverfront Recapture parks at $1,134,100,000.

Member-Designated Transportation Projects

The House Committee on Transportation and Infrastructure (T&I) and Chairman Peter DeFazio announced the T&I Committee will formally accept requests for projects from House Members.

The T&I Committee process for considering member projects is separate and distinct from the House Committee on Appropriations' process for considering Community Project Funding requests. Projects funded through the surface transportation authorization will be funded directly from the Highway Trust Fund, and they do not require a separate or subsequent appropriation.
