Larson, Courtney applaud passage of crumbling foundations bill
Congressmen Joe Courtney and John Larson applauded the House for passing the Casualty Loss Dedication Restoration Act.
The bill passed by a vote of 408-17.
The bill, completed by Courtney and Larson, would allow homeowners affected by crumbling foundations due to pyrrhotite to claim the casualty loss deduction for repair costs. It would also allow homeowners to retroactively claim the deduction starting in 2021.
This past July, Larson led the bill through the Ways and Means Committee.
“House passage of this bill to bring long overdue relief to Connecticut homeowners impacted by crumbling foundations is only possible because of Congressman John Larson’s work and leadership on the Ways and Means Committee,” Courtney said.
Courtney added that thousands of homes in both north central and eastern parts of the state have been dealing with crumbling concrete foundations that have been caused by the mineral pyrrhotite. It has left families with exorbitant repair costs up to hundreds of thousands of dollars, he said.
“Congress can provide overdue relief to impacted homeowners,” Courtney said.
Larson, a senior member of the Ways and Means Committee, has worked with Republican Ways and Means Committee Chair Jason Smith (MO-08) and Democratic Ranking Member Richard E. Neal (MA-01) to find a bipartisan path forward on tax relief for homeowners with crumbling foundations.
In 2022, Courtney secured $2 million in federal Community Project funding for the Capital Region Council of Governments (CRCOG) Gap Foundation to help cover expenses not covered by the state’s relief program.
