New federal funding to help homeowners tackle crumbling foundations

New federal funding is on the way to help homeowners grappling with the lasting damage of pyrrhotite-infused concrete in their foundations.

The issue of crumbling foundations in Connecticut stretches back decades. Millions of dollars of state-funded relief have flowed into impacted communities.

The round of funding that leaders gathered in Manchester to applaud on Monday came as a result of years of work by Rep. Joe Courtney and his congressional neighbor, Rep. John Larson.

The money is being used for repairs that aren’t covered by the state’s own program, which has provided the bulk of the relief. The two congressmen joined local and state leaders who stood in front of the first home repaired with the federal funds.

“It doesn’t happen by itself, it really requires teamwork,” Courtney said.

Manchester Mayor Jay Moran noted the long-lasting financial and emotional toll of the crumbling foundations.

“I’ve been mayor for 11 years in Manchester,” Moran said. “This has been one of the topics, when you talk to people that have homes that have been affected by this — the severity and the pain in their face.”

Courtney and others noted that even after years of reporting and relief efforts, many homeowners are still discovering compromises in their foundation. Others, Courtney said, are hesitant to seek help.

“We still get calls from people who suddenly, recently discovered the cracks,” Courtney said.

For those homeowners who haven’t accessed aid yet, officials urged them to reach out to Courtney and Larson’s office, their local state legislator or the Capitol Region Council of Governments, which is administering the new federal aid.

“Every homeowner and anyone, as has been articulated by Joe and the mayor, who faces this particular pyrrhotite problem needs to have a remedy,” Larson said.
